What is the name of that horrific children's book?

I remember seeing it and how me and my family were amazed that it was allowed to be published. It had very disturbing images of dead bodies, dogs urinating on fire hydrants, blood on the streets, etc. What is the name of this book, the author, and how was this allowed to pass as a children's book???

Are you perhaps remembering Edward Gorey's work? He wrote and illustrated Amphigorey, The Gashlycrumb Times, and Cautionary Tales for Children, among others. His work may be macabre in parts, but for the most part it is very imaginative and creative.

You might be thinking of one of R.L.Stine's books. they are sometimes creepy looking but are usually age appropriate.
